Changes to USA customs requirements for imported goods

From 29 August 2025, new rules apply to goods sent to the USA. Among the changes, items valued at $800 or less are no longer exempt from import duties and taxes.

Sending goods to the USA: What’s changed?

On 30 July 2025, the US Government announced significant changes to customs rules for goods imported from any country, including the UK.

As of 29 August 2025, all goods, regardless of their value, may be subject to import duties. Depending on the courier used, UK senders or US recipients must pay these duties before items enter the network.

Main changes explained

Removal of duty-free for low value items

  • Before, items valued under $800 could enter the USA without customs duties
  • Now all goods, whatever their value, may be subject to import tariffs
  • These duties must be paid by UK senders or US recipients before items enter postal networks

Sending gifts to the USA

If you’re sending a gift to friends or family, or you run a small business serving customers in the USA, you can use Royal Mail and Parcelforce Worldwide services in all our branches and DPD and Evri services in selected branches.

Using Royal Mail or Parcelforce Worldwide

  • The new Postal Delivery Duties Paid (PDDP) service meets the new US customs rules. You’ll pay any duty or taxes up front when you send your parcel
  • If your gift is worth $100 or less, you don’t have to pay any duties
  • Extra fees may be charged on top of postage. Ask in branch for details

Using DPD or Evri

  • With these couriers, the person receiving your gift pays any US import duties or taxes up front
  • We’ll ask for their email address, so they can get a payment request when your item’s ready to send
  • Gifts under $100 sent with Evri don’t have extra fees
  • DPD charges fees for all parcels, whatever the value

Sending personal correspondence

If you’re send cards and letters to the USA a custom’s declaration isn’t needed and you won’t need to pay customs duties on them. You can pay for postage online or send them from Post Office branches as normal.

How duties are calculated

  • For goods or gifts over $100 sent via Royal Mail PDDP, duties are based on the item’s country of origin (where it was made)
  • For DPD and Evri, duties are calculated after the sale and sent to the recipient for payment before the item is dispatched from the UK
